p938x_charger: update on attach, increase voltage

Browse source 
Update power supply changed on attach to alert the
qpnp-smbcharger-mmi driver.  Also add getters so
smb5 driver can get wls current voltage.

Additionally, increase the EPP/BPP maximums to the
real expected max.
