Subject: [PATCH] qcacld-3.0: Reduce NDP keep alive time value to 14ms

NDP connection will be active for keep alive period when there is no
activity. The default value for this keep alive period if 20ms.
update the default value as 14ms to reduce the wait time for connection
termination.
