qcacmn: Add correct ETSI mapping for UK

Browse source 
Currently for UK ETSI1 is mapped due
to which reg list may skip some valid
channel list for UK in case of MCC and DSRC.

Fix is to map MCC to ETSI13_WORLD and
DSRC to ETSI10_WORLD.
