[PATCH] serial/icom: Remove custom msescs_to_jiffies() macro

Browse source 
Remove the MSECS_TO_JIFFIES() macro because msescs_to_jiffies() from
jiffies.h should be used.  The macro isn't referenced anywhere anyway.
