qcacld-3.0: Enable TX_AGGREGATION_SIZE_ENABLE for HST

Tx MPDU aggregation is not happening in HE80 11ax connection
resulting in low throughput for HST.

Fix is to enable TX_AGGREGATION_SIZE_ENABLE for HST.
