msm: ipa: Fix using generic name for offload connect/disconnect

Browse source 
ECM_CONNECT/ECM_DISCONNECT name looks specific to ECM offload
scenarios. As IPA supports other peripherals like ETH/AQC/RNDIS
use a more generic name.
