qcacmn: Add Cached Descriptor support for DP SRNGs

Browse source 
Add support to configure any HAL SRNG descriptor to
be allocated from cached memory area. This is to
optimize of CPU cycles spent on uncached
memory accesses. Also added prefetch of cached
descriptors
