qcacmn: Change the 6G reg rules when appending
Currently, when appending the 6G reg rules to the reg rules list, the index is decided by the current AP power type. However, the reg rules sent to user space should not be influenced by what mode the SAP is operating in. Update the logic to always use LPI reg rules.
