arm/dts: config qc2 charger max icl 1.5A

Browse source 
As qcom updated, qcom config qc2.0 charger max icl 2A for 18W(9V2A).
But as moto standard, qc2.0 charger only work in 5V, so need to config
max icl 1.5A for all product.
