defconfig: autogvm: Enable QCOM_SCM, QCOM_SCM_QCPE, QSEECOM

Browse source 
Enable QCOM_SCM, QSEECOM in quin VM defconfigs and also enable
QCOM_SCM_QCPE to support SCM backend via QCPE.
Disable CONFIG_QCOM_RTIC as it is invoking SCM call before HAB
channel creation.
