LUR: Revert "BACKPORT: mm: x86, arm64: add arch_has_hw_pte_young()"
The LRU function is not compatible with GKI, causing GKI to fail to start, so revert. This reverts commit 5adf37f31d207aac909d816b51be3d92a9d2c8ca.
