qcacld-3.0: Remove lim_handle_ndp_event_message()

Change I5828002d2363e01f63b0a643a0c59abd52bc4f19 ("qcacld-3.0:
NAN datapath cleanup") removed all code that called
lim_handle_ndp_event_message(), but inexplicably left behind an
inline stub function. Since the stub is unused, remove it.
