qcacld-3.0: Remove obsolete CONFIG_PRIMA_WLAN_11AC_HIGH_TP

Browse source 
Kbuild conditionally defines CONFIG_PRIMA_WLAN_11AC_HIGH_TP but then
never uses it. Since it is obsolete, remove it.
