qcacld-3.0: Remove wma_roam_preauth_*() prototypes

Change Ie3783306e0ff5b8a5bbcb6437e982590b03fe040 ("qcacld-3.0: Use
scan for preauth from LIM in roaming") removed all of the roaming
preauth logic from WMA, but it left behind some obsolete protptypes,
so remove these:
- wma_roam_preauth_chan_set()
- wma_roam_preauth_chan_cancel()
- wma_roam_preauth_scan_event_handler()
