qmi_rmnet: Remove WQ_MEM_RECLAIM from rmnet_ps_wq

Browse source 
Previously wq was designated as WQ_MEM_RECLAIM.
Remove this as it is unnessesary and will result in all notifier
queueing of work and to also be on wqs designated as WQ_MEM_RECLAIM.
