arm64/mm: define ARCH_SUPPORTS_SPECULATIVE_PAGE_FAULT

Browse source 
Set ARCH_SUPPORTS_SPECULATIVE_PAGE_FAULT for arm64. This
enables Speculative Page Fault handler.
