dlkm: bo: Bringup touch driver for novatek

Browse source 
- Fixed kernel_read/kernel_write error.
- Since input_get_new_minor has been removed from the whitelist
of GKI, so change the new api to alloc_chrdev_region for compatibile
with all kernel version.
