qcacmn: Provide valid range for gScanProbeRepeatTime INI

The default value provided for the INI item
gScanProbeRepeatTime for WIN is 50 which is
beyond the specified INI range 0 and 30.

Changing the max value to 50 to accommodate
the default value used by the INI and avoid
warning while parsing INI values.
