power/charger: add walkaround to fix REGN side effect

The REGN wake-up time is 500ms, and REGN will provide power for
CBL_PWR_N, so press PWR key will make system reboot all the time.
This walkaround is add 500ms at the end of rt9467 shutdown function
to create a release window for I2C of rt9467.
