qcacld-3.0: Remove struct wma_dfs_radar_ind

Change Ia0fa016b174ef4b50e2cc339e4e476ec65642dbf ("qcacld-3.0: Use dfs
component support") removed all usage of struct wma_dfs_radar_ind.
Since it is now obsolete, remove the struct.
