qcacld-3.0: Remove CONFIG_MCL in wlan_logging_set_fw_flush_complete

This is to remove CONFIG_MCL from qcacmn code.
Related qcacmn change is
Ia417c90060b20b004b1e5408be654ff392a8113d.

Move cds_is_fatal_event_enabled from
wlan_logging_set_fw_flush_complete to
cds_logging_set_fw_flush_complete.
