qcacmn: Add legacy code CTRY_JAPAN15 to regdb

Browse source 
Currently CTRY_JAPAN15 is not there in host regulatory
database and it is still in use. If CTRY_JAPAN15 is set
from BDF, driver load will fail as this country is not
present in host driver database.

To address this issue add CTRY_JAPAN15 to regdb.
