qcacld-3.0: Fix vendor command setband failure

QCA_NL80211_VENDOR_SUBCMD_SETBAND does not work because
vendor_id is missed.

Add vendor_id for QCA_NL80211_VENDOR_SUBCMD_SETBAND.
