qcacld-3.0: Update lim_send_action_frm_tb_ppdu_cfg_flush_cb

Browse source 
Update the return type of
lim_send_action_frm_tb_ppdu_cfg_flush_cb to return QDF_STATUS
to match with scheduler_msg_process_fn_t.
