arm/dts: Disable hvdcp2 force 9v

Browse source 
For some QC2.0 chargers,such as HW-050450C00, only support
output 5V.
Then if enable hvdcp2-force-9v,the charger will be abnormal and
have no current.
So disable it  and reset max icl to 2000mA.
