arm64: defconfig: Enable IPC logging driver on Lahaina

Browse source 
Enable the IPC Logging driver to enable clients to write debug logs
into a circular buffer that can be read from debugfs.

IPC Logging is debug feature and should only be enabled on debug level
configurations.
