Revert "qcacld-3.0: Change PCL for throughput case in case of STA+GO"

In SCC/MCC test for non-DBS devices
when STA is on 24G, and P2p is on 5G
it will bring a high TP in p2p side
But sometimes the cast devices showed blurred screen
and the 24G TP is low in Sta mode
so we decide to revert qcom's patch
and use the scc mode when STA is on 24G
