qcacld-3.0: Remove tLimQuietTxMode & tLimControlTx

Browse source 
Change I77617df14093806f19c0d587e953f63ae86f8ffe ("qcacld-3.0: Cleanup
the unused quiet timers and TX control API") removed the usage of
typedefs tLimQuietTxMode & tLimControlTx. Since they are obsolete,
remove them.
