qcacmn: Increase scan cancel sync time

Scan command timeout value is 30secs and scan
cancel sync waiting time is 5sec due to this
in failure scenario scan timeout callback is
getting triggered very late and causing crash
in HDD.

Increase scan cancel sync timeout value equal to
scan command timeout value.
