qcacld-3.0: Remove MAX_PENDING_LOG macro

Change I3260369879108f167453d5e0b8435c30ed729c5e ("qcacld-3.0: HDD
changes for common scan module") removed the only reference to macro
MAX_PENDING_LOG. Since it is now unused, remove it.
