staging: comedi: plx9080.h: add hard-coded PCIHIDR register value

For the PLX PCI 9080, the read-only PCIHIDR register is hard-coded with
the value `0x908010b5`.  Add a macro `PLX_PCIHIDR_9080` that expands to
this value.
