Subject: [PATCH] qcacmn: Address compilation issue

The function "ucfg_dfs_is_hw_pulses_allowed" should return bool and has
a compilation error
"return' with no value, in function returning non-void".

Return the bool type "false" when the dfs is a NULL object.
