qcacld-3.0: Remove the unnecessary compiler marco

Propagate from qcacld-2.0 to qcacld-3.0

In WLANSAP_ScanCallback(), the local variable event is contained
in a unnecessary compiler marco. Remove it to avoid some compilation
error risk.
