dts/panel: fogo: update cabc code of ili9883c to fix the flicker issue.

Reason:
The ocean on the Gaode map is a high saturation map.
After the IC detects the high saturation map,
it will call the high saturation map setting,
causing significant changes in PWM duty,
resulting in significant changes in brightness and darkness

Solution:
Turn off the function of detecting high saturation images (P3_RAFh=18h),
keep the measured PWM duty unchanged.
