qcacld-3.0: Add A_INT64 typedef

Add A_INT64 as a signed 64-bit integer type in uapi/linux/a_types.h.
This complements the existing A_UINT64 definition and provides a
consistent signed 64-bit typedef for consumers of this UAPI header.
