qcacmn: fix FT_PSK connection failure

Browse source 
For FT_PSK connection, we use WLAN_AKM_FT_IEEE8021X to make the
security match which causes can't find the candidate AP, the fix
is to use WLAN_AKM_FT_PSK instead.
