qcacmn: Send signal strength in user expected unit

Browse source 
User expects signal strength in dBm. But for GET_RSSI IOCTL
driver is sending a relative value, not in dBm unit.

While processing GET_RSSI IOCTL, send signal strength in
dBm unit, as the user expects.
