qcacld-3.0: Initialize NDI with no protection

Browse source 
After VDEV_START set WMI_VDEV_PARAM_PROTECTION_MODE param to no
protection: IEEE80211_PROT_NONE. Currently NAN spec and firmware
implementation does not have a mechanism to identify when protection
is needed.
