cpuidle: kirkwood: Remove ARCH_KIRKWOOD dependency

Browse source 
mach-kirkwood has been removed, now that kirkwood lives in mach-mvebu.
Use MACH_KIRKWOOD, which is set when kirkwood is built as part of
mach-mvebu.
