qcacmn: Clean CONFIG_MCL for log_to_console/assert_on_excessive_logging

Browse source 
The aim is to remove CONFIG_MCL or CONFIG_WIN from
cmn component.

This change takes care log_to_console and
assert_on_excessive_logging.
