qcacld-3.0: Correctly call sme_rrm_neighbor_report_request()

Browse source 
Currently sme_neighbor_report_request() passes a tHalHandle to
sme_rrm_neighbor_report_request(), but a tpAniSirGlobal is expected,
so correct the call to pass the correct parameter.
