qcacmn: MKK17 should include channel 144

As a part of regulatory update #29,MKK17 should support channels
until 5730MHz(including channel 144). But, it was missed in
regulatory update #29 and MKK17 supports channels only until
5710MHz(until channel 140).

Add channel 144 to MKK17.
