qcacmn: Update feature flag for qdf_shared_print_ctrl_cleanup

Currently qdf_shared_print_ctrl_cleanup api is defined based on
CONFIG_MCL feature flag, as MCL is not using this api, move
this api under correct WIN specific feature flag
QDF_TRACE_PRINT_ENABLE.
