qcacld-3.0: Remove typedef tLimMlmScanCnf

Change Ibea328196a9453ebaae887aa4068e78c47296762 ("qcacld-3.0:
Scan cleanup in lim and csr") removed the last usage of typedef
tLimMlmScanCnf. Since it is obsolete, remove it.
