qcacld-3.0: Add a missing policy attribute for set_wifi_config

Browse source 
set_wifi_config vendor command is missing the policy configuration
for the OPTIMIZED_POWER_MANAGEMENT attribute. Thus, add the attribute
to set_wifi_config's policy table.
