qcacmn: Add separate aSpectral cap for 160, 80p80 and non 160 mode

Browse source 
Some chip sets don't have the capability to run agile Spectral with
160/80p80 modes. For this add separate agile Spectral capability for
160 MHz, 80p80 and non 160 MHz modes.
