dts/panel: bangkk: change the line number after vertical active region

Ic start refresh panel 12 lines later than AP.
So At the begin of VFP, IC still at the active region.
That make esd check at that time, IC will not get hsync,
IC can not switch to next line for scanning. that will display a blank line.
Change the line number after vertical active region to start command.
