Make early console depend on kernel console from the Kconfig
so that early console will be up only when kernel console is
either enabled (y) or a module (m).

The IS_ENABLED() macro checks if a Kconfig symbol has been enabled either
built-in or as a module, use that macro instead of open coding the same.

Clients store their private data in user within event structure
and not in notify structure. Thus update the callback to point
to the correct user info.

Due to dpdm regulator is not being used on newer platform as
ADSP firmware takes care of charger detection, there is no
way to detect USB cable disconnect vs USB spoof disconnect
when EUD is enabled. This change identifies USB spoof
disconnect and provides spoof disconnect related information
to USB PHY driver to avoid turning off PHY clocks and regulators.

These governors should fail if being set for any device other
than the gpu device. Do this by checking that the devfreq
device for which this governor is being set for has the gpu
device as it's parent device.

junk packets, it leading IPA HW stall. Add changes to support
the new flow control channel state for rmnet pipe, it avoids
entering the junk packet to IPA HW.

The value of "QUERY_MAX_AVAIL_CURRENT" option in the "leds-qti-flash"
driver is different from the legacy "leds-qpnp-flash" driver.
As a result, the led flash does not work. To fix this issue update
the option values of "leds-qti-flash" to align with the legacy driver.
Also add logic to handle other options "ENABLE_REGULATOR" and
"DISABLE_REGULATOR" to have backward compatibility.

Add support for set_load() callback for IBB regulator device so that
display driver can call regulator_set_load() to configure dual phase
for selfie flash use case.
For IBB regulator:
If load current <= 30mA, use single phase
If load current > 30mA, use dual phase.
