Add initial support of rimps memlat interface driver, this driver
expose sysfs nodes required to configure memlat governor running
in rimps, it also supports the rimps dump utility required for
debugging.

Currently, smp2p relies on the hwirq resend feature to retrigger irqs
that were missed because the irq was disabled at the time of receiving
it. The hwirq resend feature will retrigger the parent smp2p interrupt.
In order to keep track of what children needed to be retriggered, the
pending bitmap was added.
After calling handle_nested_irq, smp2p checks if the interrupt is
enabled and sets the pending bit if the interrupt is not enabled. There
is a small window where a client can enable the interrupt between
calling handle_nested_irq and checking if the interrupt is enabled.
If this happens, the interrupt is never called when the parent smp2p
interrupt is retriggered.
Add the irq_retrigger callback so smp2p can know which child interrupts
need to be retriggered. Set the pending bits accordingly.

Add runtime_pm support for clock providers which have register access
requirements that aren't always satisfied.
Stop registers clocks previously flagged as CLK_IS_CRITICAL, since doing
so means the device is always active and suspend is never called.
Instead, just enable these clocks by default in HW during probe.

Add PM8350B_ADC7_ICHG_FB channel to read charging current for
PM8350B. Also, update qcom,spmi-vadc.h to add ADC7_ICHG_FB and
other relevant channels that are needed for reading input and
charging current for SMB139x charger pumps along with scale
function indices.

Secure pagetable pointer in case of secure pagetable creation
failure is set to ERR_PTR. Correct the secure pagetable pointer
check in kgsl_iommu_map_secure_global to avoid invalid pointer
access when someone tries to map a secure global buffer.

The memlat protocol is intended for the management of memlat based
scaling for devices like l3.
The comands in this protocol provide functionality to configure
memlat details, includes the cpugrp, memlat monitors, memlat
tunables, configuring the log levels and debugging support.

When mem_buf_alloc() encounters an error after mapping the memory
in the stage-2 page tables of the VM, the SGL descriptor is not
freed in the error handling path, so free it.
