Fuad Hossain 126ce89ad6 disp: msm: dp: Check if DP version supports FEC and DSC 
FEC and DSC are only supported in DP 1.4 onwards.
Read FEC and DSC capabilities only if this
requirement is met. This will ensure backwards
compatibility with older DP devices.
